- Promotional Rights Pursuant to CSR 6.02:
- Restricted to Permanent Employees of the Los Angeles County Sheriff's Department who have successfully completed their probationary period.
- No out-of-class experience or Verification of Experience Letter will be accepted.
- Applicants may apply if they have successfully completed their probationary period and are within six months of completing the experience requirement by the last day of filing. However, their names will be withheld from the eligible list until the qualifying experience is met.
- Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service. OR Full-time employees in the unclassified service with at least six months of full-time experience in the unclassified service at the time of filing or by the last day of filing.
CLASSIFICATION STANDARDS:
Positions allocable to this class typically report to a Commander or Assistant Division Director and have responsibility for overseeing a correctional bureau, or other major program within the Sheriff's Department. Incumbents in this class function with a great deal of independence while adhering to general policies and goals established for the Department by the elected Sheriff. Assignments may encompass a correctional or other designated administrative assignments such as personnel administration and data systems. Incumbents direct bureau-level Lieutenants or Assistant Directors to develop and implement operating policies and procedures of their assigned bureaus. This classification is distinguished from the lower-level classification of Lieutenant or Assistant Director by the size, scope, and complexity of the bureau and its requirement for a greater amount of coordination and administration (often on a County-wide basis). Positions in this class may be required to take immediate charge of the law enforcement activities during a major emergency or in the event of an unusual or complex problem.- Essential Job Functions
- Coordinates the bureau's work with other departmental units and external agencies and reviews the work to ensure compliance with departmental policy and standards.
- Ensures the bureau's activities comply with the law, departmental rules and regulations, and established law enforcement practices and procedures; provides overall technical and administrative direction to the assigned bureau; and ensures the bureau operates within budgetary limitations, including overtime expenditures, and meets any contractual obligations.
- Ensures proper use of the services, supplies, equipment, and facilities allocated to the assigned bureau; submits the preliminary budget request to maintain operational effectiveness.
- Responds to inquiries and complaints from the public to resolve problems and address sensitive or controversial matters; attends community meetings to keep the public informed about public safety, explain actions taken, develop strategic initiatives, or discuss other issues of interest to the community.
- Manages the bureau's operational effectiveness by implementing budgetary controls; identifies or works with division to identify and secure funding for additional services, supplies, equipment, facilities, or personnel, as needed; and directs bureau managers and supervisors who oversee personnel who work to obtain these resources for the bureau.
- Monitors and evaluates the methods, procedures, and practices utilized by the bureau's personnel to deliver services; ensures work load is efficiently and effectively assigned to maintain personnel safety, meet contractual obligations, meet MOU requirements, and address community needs; and identifies and implements areas for improvement.
- Selects, trains, motivates, and leads bureau personnel; hears employee grievances or conducts investigations that can be resolved at the bureau level or forwards to higher divisional/regional executives for further action; recommends and implements discipline; and mentors employees to correct deficiencies or develop staff.
- Responds to major incidents, including large-scale inmate disturbancesand other emergent situations to manage the investigation, resolution, and overall incident coordination, as needed.
- Drive vehicle to various facilities and locations, depending on assignment, to conduct County business.

- SELECTION REQUIREMENTS:
Applicants must have: (1) two years of paid experience as a* Lieutenant with the Los Angeles County Sheriff's Department, and (2) completed a six month custody assignment as the rank of Deputy Sheriff or above, at the time of filing.
Note: Personnel who are not patrol certified as Deputy Sheriffs are ineligible to supervise outside the custody environment (e.g., field operations, detective, court services, etc.) unless an emergent situation is declared by the Sheriff's Department, county, state, or federal entities.
LICENSE:
A valid California Class C Driver License is required to perform job-related essential functions.
Successful applicants may be required to obtain a copy of their driving record from the California State Department of Motor Vehicles before being appointed. License must not be suspended, restricted, or revoked. An applicant whose driving record shows three (3) or moving violations within the last year will not be appointed.
PHYSICAL CLASS:
III – Moderate: Includes standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching; includes working on irregular surfaces, occasionally lifting objects weighting over 25 pounds, and frequent lifting of 10-25 pounds.
SPECIAL REQUIREMENTS INFORMATION:
Candidates need to hold the payroll title of Lieutenant, no out-of-class experience or verification of experience will be accepted.

- EXAMINATION CONTENT
The examination will consist of an Appraisal of Promotability (AP) to evaluate the applicant's potential to perform the duties of a Captain in the Los Angeles County Sheriff's Department. The AP is weighted 100%.
Applicants must achieve a final examination score of 70% or higher to be placed on the eligible list.
ELIGIBILITY INFORMATION
The names of candidates that achieve a passing score on the examination will be placed on the eligible list in the order of their score group, for a period of twelve (12) months from the date of promulgation. Candidates will be promoted in accordance with MPP section 3-02/085.30, Management Guidelines.

VACANCY INFORMATION
The eligible list resulting from this examination will be used to fill vacancies in custody facilities throughout the Los Angeles County Sheriff's Department.
Note: Personnel who are not patrol trained as Deputy Sheriffs are ineligible to supervise outside the custody environment (e.g., field operations, detective, court services, etc.) unless an emergent situation is declared by the Sheriff's Department, county, state, or federal entities.
Non-patrol certified candidates must remain in Custody Division; exceptions to this will be at the
discretion of the Sheriff.
Patrol certified candidates will be able to transfer to Field Operations. Prior to being assigned to a Custody Division assignment, candidates must successfully complete the custody training program. Personnel Administration Bureau will monitor all employees through departmental data system to ensure requirements are met.
